The paper will propose the following six questions:
1. Who should be responsible for the necessary training ? The individual, educational establishments, employers, the state or all of them ?
2. How can productivity be improved ?
3. How can the UK build on its world-class reputation for training to expand opportunities in the vocational area ?
4. How does current training need to change to meet the requirements of modern technology ?
5. How can we deal with widening income gaps arising from increased automation ?
6. What policies are required to balance the requirements of improved training and productivity with a desire to reduce the reliance on technical expertise imported from abroad ?
